Programme Overview
As part of the Government’s new PE and Sport Strategy for Young People (PESSYP), competition manager teams have been distributed to work with School Sport Partnerships (SSP’s) across the country. These teams will ensure the creation of a world class system for competitive school sport, which will provide opportunities for all young people contributing to the 5 hour offer and providing pathways to support the development of talent.
The 2012 competition transformation vision is for national competitive structures in 16 sports that deliver clear, consistent and progressive competitive opportunities at School Sport Partnership (450), County Sport Partnership (49), Regional (9) and National (1) level. This success will be evidenced through a reformed system, with consistent nationally driven competitions run locally with meaningful progression for young people, professionalising the structure and delivery, whilst retaining and enhancing volunteer involvement.

This will be achieved by:

Modernising competition structures

Eliminating duplication and over competition

Broadening the range of opportunities at the base

Improving and creating coherence from local to regional to National level

Clearing and un-cluttering pathways

Clarifying the relationships and responsibilities of key partners such as National Governing Bodies of Sport and School Sport Associations

Providing a competitive environment and opportunity for ALL young people (‘participation competition’)

Supporting sport through attracting, supporting, retaining and passing on talent (‘performance competition’)
The role of the Competition Managers is to:
• Manage and co-ordinate (in partnership) the planning and implementation of a programme of inter-school competition within the 10 School Sport Partnerships (SSPs) across Leicester-Shire & Rutland, using the national competition framework as the basis.
The Competition Managers main responsibilities are to:

Develop an annual plan of inter-school competitions alongside School Sport Partnerships

Co-ordinate the alignment of competitions between School Sport Partnerships, School Sport Associations and National Governing Bodies of Sport

Plan the development of new competition formats which fit within the National Competition Framework

Co-ordinate and support the delivery of a variety of inter-school competitions at School Sport Partnership and county levels

Support School Sport Co-ordinators, Primary Link Teachers, school staff and volunteers with CPD regarding the National Competition Frameworks and new competition formats

Develop and support volunteers and young leaders for the sustainable development of inter-school competitions
The programme will be delivered using the National School Competition Framework as the basis:

KS1 (5-7) Annual multi-skill festivals (off-site)

KS2 (7-9) Termly multi-skill festivals
-
KS2 (9-11) Multi-sport competition/central venue leagues
-
KS3 (11-12) Multi-sport competition/central venue leagues
-
KS3/4 (12-16) Inter-school leagues & cup competitions

80% of the competition manager programme will specifically work with 16 national priority sports and priority competitions, whilst there will be 20% flexibility on other locally selected sports and competitions.
